The editorial staff of the Boston Herald asks its readers to “imagine the change—the unleashing of economic development—that yet another long overdue overhaul of the federal tax code could accomplish.” President Trump’s framework for tax reform “makes a good start” on providing a simpler tax code and making the United States “a more desirable place for corporations to do business,” the editorial staff write, as well as preserving “America’s favorite tax deductions,” the mortgage and charitable deductions. The editorial staff conclude by saying a win on taxes would be good for President Trump’s reputation as a deal-maker, “but more importantly it would be good for the nation.” Click here to read more

Regarding tax reform, small business operator Joseph Semprevivo writes in the
Washington Examiner that “after eight years of anti-growth economic policies, small business owners can finally rejoice” and saying tax reform and cuts would help small businesses across America grow and add jobs.


At The Hill, Naomi Jagoda reports on President Trump’s address to the National Association of Manufacturers where he called for a “giant, beautiful, massive, the biggest ever in our country, tax cut.” The President stated his reform plan to cap the top tax rate for American manufacturers at 25% “will be rocket fuel for our economy,” and will lead to “more production, more investment and far more jobs,” Jagoda writes.

 In news on tax cuts, CNBC reports on President Trump’s address to the National Association of Manufacturers where he stated “the era of economic surrender is over” and that his tax reform plan to cap the top tax rate for American manufacturers at 25% would lead to the “rebirth of American industry.”

On Puerto Rico relief, the Richmond Times-Dispatch editorial board writes recent criticisms of President Trump’s hurricane response “are wrong,” as “both the governor of Puerto Rico and the mayor of San Juan have been effusive in their praise of relief efforts.”   

And in
The Washington Post, David Nakamura reports on President Trump’s impending visit to five countries in Asia during early November where he will meet with a variety of world leaders including Chinese President Xi Jinping, Japanese Prime Minister Shinzo Abe, and South Korean President Moon Jae-in. The trip will be largely focused on the President’s efforts to confront North Korea over its nuclear and ballistic missile programs, Nakamura writes.

Hurricane Update
President Donald J. Trump is actively engaged in monitoring the recovery efforts in Puerto Rico, and the full weight of the United States government is engaged to ensure that food, water, healthcare, and other lifesaving resources are making it to the people in need. At the request of the Governor of Puerto Rico, Ricardo Rossello, the President authorized Acting Secretary Duke to waive the Jones Act to ensure that ample resources are making it to the island, and we will continue to focus on the challenge of distributing those resources. The island setting presents logistical hurdles that do not exist on the mainland where trucks from around the country can converge on disaster areas. Ten thousand federal government relief workers are there, including 7,200 troops that are now on the island and working tirelessly to get people what they need. Lifesaving resources to hospitals have been prioritized, and 57 of the island's 69 hospitals are now operational. The Army Corps of Engineers is spearheading a massive mobilization to restore power, and this began with providing the diesel fuel necessary for sustainable emergency power generation. They're also working to restore long-term power generation and distribution around the island. There's a long way to go, but we will not rest until everyone is safe and secure. Our message to the incredible people of Puerto Rico is this: The President is behind you. We all are -- the entire country. Your unbreakable spirit is an inspiration to us all. We are praying for you, we are working for you, and we will not let you down.
FEMA Update Yesterday, FEMA announced that all municipalities in Puerto Rico have been reached by search and rescue thanks to the joint efforts of multiple federal agencies. President Trump and Acting Secretary of Homeland Security Elaine Duke received a comprehensive briefing from FEMA on Thursday morning on disaster relief. Points of this briefing included:
  • FEMA and its federal partners continue 24-hour operations to reach inaccessible areas of Puerto Rico to reach survivors, provide fuel to hospitals, and re-open.
  • The travel distance to the Islands as well as substantial impacts to air and sea ports, has presented complex challenges requiring a phased approach to the delivery of personnel, resources, equipment to move the resources, and lodging for responders.There are thousands of federal staff, including more than 600 FEMA personnel, on the ground in Puerto Rico and the U.S. Virgin Islands engaged in response and recovery operations from Hurricanes Maria and Irma. Hundreds of additional federal personnel are supporting response and recovery operations through mainland coordination centers and logistics facilities.

Acting Secretary of Homeland Security Elaine Duke is on the ground in Puerto Rico today. She and Homeland Security Advisor Tom Bossert provided an update on the ongoing hurricane relief efforts in Puerto Rico and the U.S. Virgin Islands yesterday. Our response is, and has been from day one, people first. The focus is on immediate relief and gaining access to all areas of the island. 4 ports and 8 airports are now open, which allows for supplies to get on the island.

Today, President Trump delivered remarks to the National Association of Manufacturers in Washington, D.C. Vice President Pence participated in a meeting with President Hashim Thaçi of Kosovo and then joined President Trump for lunch with Governor Rick Scott. Later in the day, the Vice President will visit the National Reconnaissance Office.
COMING UP
Next week, the President will travel to Puerto Rico and the U.S. Virgin Islands to meet with victims of Hurricane Maria and survey recovery operations.

Adam Michel of The Daily Signal writes on the tax reform plan President Trump announced on Wednesday that would “lower taxes for individual Americans… double the standard deduction for individuals and thereby expand the zero-percent bracket.” The framework will also create three income tax brackets as opposed to the current seven, cut the corporate tax rate to 20 percent, introduce a territorial business tax system, and “allow all Americans to keep more of their hard-earned money in their pockets,” Michael reports. The additional repeal of the “death tax” encourages support for tax reform as well as strengthen the economy, Michael concludes, and it is tax reform like this that “can truly make America great again by unleashing higher wages, more jobs, and untold opportunity.” Click here to read more

Regarding Puerto Rico relief efforts, the Washington Examiner’s Becket Adams reports President Trump has waived the Jones Act in order to assist with Hurricane Maria recovery. In a social media post, Press Secretary Sarah Sanders announced “it will go into effect immediately,” Adams writes.

And The Washington Post’s Mike DeBonis and Lindsey Bever report on the “dramatic return” of House Majority Whip Steve Scalise (R-LA) to the U.S. Capitol after having been rushed to the hospital with a gunshot wound on June 14th.

At The Hill, Fox News contributor Bradley Blakeman writes “President Trump and congressional Republicans unveiled a major tax overhaul that makes sense,” saying the plan will “revamp the tax code from top to bottom to reduce confusion, bureaucracy, costs and litigation.”

On Obamacare, eHealth CEO Scott Flanders writes in RealClearPolicy that “middle-class Americans, who have been hardest hit by Obamacare, are desperate for Congress to do something — anything — to lower costs.”

Tax Reform President Trump announced his Administration’s tax overhaul initiative at the Indiana State Fairgrounds yesterday afternoon. Four Indiana lawmakers accompanied the President on the trip - Republican Representatives Susan Brooks and Jackie Walorski, Republican Senator Todd Young and Democratic Senator Joe Donnelly. "Tax reform has not historically been a partisan issue – and it does not have to be a partisan issue today...” the President said. “There is no reason that Democrats and Republicans in Congress should not come together to deliver this giant win for the American people and begin the Middle Class Miracle once again." The Unified Tax Reform Framework
The America First tax relief plan will strengthen the middle class, grow the economy, and unleash America’s economic comeback. The plan consists of four main points: tax cuts for working Americans, a simpler tax code, lower business tax rates, and bringing wealth back to the United States. Here are a few of the measures included in President Trump’s tax relief plan:

  • Double the standard deduction.
  • Consolidate the seven existing tax brackets for taxable income to only three brackets: 12 percent, 25 percent, and 35 percent.
  • Streamline the tax filing process to a single sheet of paper for most Americans.
  • Reduce the corporate tax rate to 20 percent.
  • Tax offshore profits at a one-time low tax rate, thereby ending the tax incentive to keep those profits offshore.

In The Columbus Dispatch, the Ohio Chamber of Commerce’s Andrew Doehrel urges Congress to “seize this historic opportunity” to support tax reform “that will reduce taxes on business and individuals, simplify the tax code, and make our nation more competitive in the world economy.” Doehrel compares the current tax system to an outdated automobile, saying it is “inefficient, impedes performance and is cumbersome to the end user,” in an America and global marketplace that has greatly changed since the last tax overhaul in 1986. Looking at the “period of robust economic growth and significant job creation” following President Reagan’s Tax Reform Act, Doehrel concludes a reform of the federal tax code will allow “our economy, businesses and people to flourish for years to come.” Click here to read more

Regarding tax reform,
The Washington Free Beacon reports that recent polling shows “there is a bipartisan consensus among American voters that Congress should make passing a comprehensive tax reform bill that lowers taxes for the middleclass a top priority.”

In news on immigration, Paul Bedard of the Washington Examiner reports that a new study from the Federation for American Immigration Reform shows “the swelling population of illegal immigrants and their kids is costing American taxpayers $135 billion a year, the highest ever, driven by free medical care, education and a huge law enforcement bill.”

On the new travel executive order, Acting Homeland Security Secretary Elaine Duke writes in USA Today that the Trump Administration is “serious about our responsibility to protect the American people — and to put America’s security first,“ saying the restrictions in the President’s new travel Executive Order “were carefully considered to prevent the entry of foreign nationals for whom the U.S. government lacks sufficient information to assess the risk they pose.”

And in Fox News, Representative Sean Duffy (R-WI) and contributor Rachel Campos-Duffy write on President Trump’s impending Puerto Rico visit next week where the President will survey damage and “make sure that the federal government and mainland Americans don’t forget about our fellow citizens struggling in Puerto Rico.”

Yesterday, President Donald J. Trump received two briefings on hurricane recovery efforts in Puerto Rico and announced an
amendment to the Puerto Rico and U.S. Virgin Islands disaster declarations. These amendments will provide additional disaster assistance by authorizing additional federal funding for debris removal and emergency protective measures over the next 180 days. “Over the last several weeks our Nation has been tested by the destructive force of Mother Nature,” the President said in yesterday’s press conference, “but we will respond to it with an even mightier force: the resolve of the American spirit.” Those who have been affected can apply for assistance through FEMA here.
The President of Spain Visits the White House President Trump welcomed President Mariano Rajoy Brey of Spain to the White House yesterday. Both leaders spoke about their strong relationship and their views on foreign policy issues. President Brey highlighted Spain’s current economic recovery and his country’s commitment to fighting terrorism. In a joint White House press conference held in the Rose Garden, President Trump called on the European Union and other nations to unanimously condemn the Maduro regime and impose sanctions on Venezuela.Read more
Access to High-Quality Coding and Computer Science Education
Senior Advisor to the President Ivanka Trump arrived at Detroit Design 139 in Detroit, Michigan on Tuesday to participate in an event highlighting a public and private-sector commitment promoting access to high-quality coding and computer science education programs in K-12 schools. “Computer science and coding are priorities for the administration as we think about pathways to jobs and alignment of education to in demand jobs in the modern economy,” she said.

The Wall Street Journal editorial board writes that Michigan “offers a case study in the pro-growth potential of business tax reform,” pointing to the state’s tax reform efforts as the driver of the state’s “economic comeback.” After Michigan was “the only state to experience zero economic growth” between 2002 and 2007, Governor Rick Snyder used tax and regulatory reforms to recharge the GDP. The editorial board comments it was through Gov. Snyder’s actions of trimming the individual tax rate to 4.25% and replacing the state business tax with a 6% corporate tax that Michigan’s corporate-tax ranking “jumped to seventh from 49th.” Furthermore, two months after Gov.  In more tax reform news, RealClearPolitics reports on new polling from the American Action Network showing “that nearly three-fourths of voters consider tax reform an important priority for lawmakers, with 43 percent calling it a top priority.”

In computer science education news, Lori Higgins of the
Detroit Free Press reports on the $300 million investment from the private sector to support President Trump and Senior Advisor Ivanka Trump's STEM initiative. The investment is made up of donations from Amazon, Google, and General Motors among others, and according to the Internet Association is, “spread over five years,” and “is meant to complement Trump’s directive,” Higgins writes.

At The Daily Signal, the Heritage Foundation's James Jay Carafano writes that the Trump Administration’s travel policies “have largely been right in line with what the U.S. has consistently done to thwart terrorist travel since 9/11,” saying the President’s new travel Executive Order is consistent with the policies that have kept Americans safe for the last 16 years.

Expanding Access to High-Quality STEM and Computer Science Education Yesterday, joined by over 50 students, President Trump signed a Presidential Memorandum expanding access to high-quality STEM and Computer Science education to K-12 students. Also in attendance were Secretary of Education Betsy DeVos, Secretary of Labor Alex Acosta, Advisor to the President Ivanka Trump, as well as several congressional representatives. This Memorandum establishes STEM education as one of the Department of Education’s priorities and establishes a goal of devoting at least $200 million per year in grant funds towards this priority. First Lady at Invictus Games
First Lady Melania Trump made her first solo international trip as First Lady to the Invictus Games in Toronto. A Presidential delegation of about 100 athletes participated in the games - an international, multi-sport event founded by Prince Harry of Wales, where wounded armed service members and veterans compete in various sporting events. The event pays tribute to the fighting spirit of the men and women who have given so much for their country, sacrificing their lives to keep us safe. “You have given so much for your country. You truly are our heroes,” said First Lady Melania Trump to the athletes representing the United States. “Take that fighting spirit that I know you have and bring home the gold.”

Tony Romm of Recode reports on President Trump’s efforts “to supercharge the U.S. government’s support for science, tech, engineering, and mathematics” as well as coding education. Along with a presidential memorandum that devotes at least $200 million of Department of Education grand funds to STEM fields, the President’s daughter and advisor, Ivanka Trump, will be travelling to Detroit to unveil “a series of private-sector commitments” that are “meant to boost U.S. coding and computer-science classes and programs” alongside business leaders from companies like Amazon, Facebook, and Google, Romm writes. Recently, Ivanka has focused on how coding education will assist with workforce development, stating she hopes “all children will have the opportunity to become fluent in this language of the future,” Romm concludes. Regarding the Affordable Care Act, The Wall Street Journal editorial board writes that ObamaCare’s tax penalty for not purchasing insurance is being predominantly and unfairly paid by the poor and middle class.

On tax reform, Americans for Tax Reform’s Grover Norquist writes in Fox News that the “emerging tax reform and reduction legislation will deliver a strong boost to the creation of jobs, income and wealth” and that passage “looks increasingly likely.”  

In
USA Today, former Congressman Jon Christensen writes that “President Trump said what millions of Americans, including myself, feel” about NFL players kneeling during the national anthem, saying “when millionaire athletes refuse to honor America and pay homage to the men and women who died for our freedom, and instead, choose to use their field of occupation to make a statement, then I can choose to turn the channel.”   

Regarding the opioid crisis, Health and Human Services Secretary Tom Price and Counselor to the President Kellyanne Conway write in
City & State PA on the extensive efforts to combat the opioid epidemic, from over $800 million in HHS-given grants to a new five pillar strategy focused on prevention, treatment, and recovery. Price and Kellyanne state “this is an administration-wide effort to reduce the demand for drugs” and “the President is leading the way, and urging each of us to do our part.”

First Lady Melania Trump's First White House Kitchen Garden Event
First Lady Melania Trump welcomed several children from the Girls and Boys Club of Greater Washington, FBR Clubhouse in Ward 8, to the White House on Friday. Along with the National Park Service (NPS), which maintains the White House grounds, the group spent time in the White House Kitchen Garden learning about the importance of the outdoors and healthy eating.

Hurricane Maria
The federal government is continuing to provide life-saving and life-sustaining resources to Puerto Rico and the U.S. Virgin Islands. While significant progress in being made in the response to Hurricane Maria, recovery for Puerto Rico and the U.S. Virgin Islands will be long and will require the help of the whole community. As access to ports, airfields, and roads continue to open, resources will become more easily available to the hardest hit areas.

Jonathan Easley and Rebecca Kheel of The Hill write on the five things to know about the new sanctions President Trump placed on North Korea with an executive order he signed Thursday. The new economic and travel sanctions target limiting business and trading with North Korea by making financial institutions choose between supporting the U.S. or North Korea and stating that anyone who conducts any sort of trade with North Korea can also be banned from the U.S. financial system. Easley and Kheel also mention President Trump has said he was not targeting China when signing the new sanctions into order. These sanctions follow President Trump’s address at the United Nations general assembly where he vowed to “totally destroy” North Korea if it continued along the nuclear path, Easley and Kheel report. The Dallas Morning News editorial board praises the efforts of President Trump and Congressional leaders to reform the tax code, writing that “Opportunities for comprehensive reform of the tax code do not present themselves often. With a stable economy, low unemployment and low inflation, President Trump and Congress have an excellent opportunity to provide the country with much-needed reforms to the tax code.”

On ObamaCare, The Washington Free Beacon’s Ali Meyer reports that “health care insurers in Illinois have requested an average premium rate hike of 35 percent for next year” for plans being offered on the Obamacare exchanges, saying for individuals purchasing silver plans “many counties will see increases of more than 40 percent.”

In The Washington Post, Commerce Secretary Wilbur Ross writes that while NAFTA has actually hindered the U.S. automotive industry, the Trump administration is working to fix the trade agreement through renegotiation to help American workers.

In economic news, Sho Chandra of Bloomberg reports that “U.S. household wealth increased in the second quarter to yet another record, driven by solid gains in financial assets and rising property values” according to newly released Federal Reserve data.

Newt Gingrich, a political contributor for Fox News, writes that “in one of the most important speeches of his presidency” at the UN General Assembly, President Trump “outlined a new standard for American leadership on the world stage.” Gingrich further comments that President Trump’s address was “reminiscent of Winston Churchill’s warnings,” in the years leading up to World War II, and that he hopes the member nations will listen to the President’s call to “reawaken their sense of national sovereignty,” and be aware of the importance in defending themselves. While some may see the president’s speech as “divergent, isolationist, and dangerous,” this view ignores history as President Trump simply reiterates what every member of the United Nations is expected to do: put the interests of its own citizens first, Gingrich concludes. The Washington Times, syndicated columnist Cal Thomas writes that President Trump’s speech to the UNGA may have been his “finest speech as president,” saying “it was clear about the president’s objectives and concise about how he and any nations that wish to join him might hope to achieve them.”

In ObamaCare news, the Hoover Institution’s Lanhee Chen writes in The Wall Street Journal that the Graham-Cassidy repeal bill “would eliminate some of ObamaCare’s most unpopular provisions and enact reforms that would lower costs, expand choices, promote federal fiscal responsibility, and give power back to states and consumers.”

Regarding tax reform, in
The Daily Signal, the Heritage Foundation’s Patrick Tyrrell and Anthony Kim state that “America’s high and uncompetitive corporate tax rate encourages American companies to relocate overseas, taking jobs, opportunities, and economic freedom with them,” saying that “the solution is to reform the corporate tax so it no longer takes away the economic freedom of America’s working families.”

On immigration, Rep. Andy Biggs (R-AZ) comments in The Arizona Republic that Congress should work with the President to build a southern border wall, saying the media and others inside the Beltway “conveniently” ignore “the dangers an unsecured border poses to American communities.”

And in The Washington Times, the Potomac Strategy Group’s Matt Mackowiak remarks that President Trump has racked up a string of successes recently, highlighting the recent legislative deal on the debt ceiling and hurricane relief funding, the introduction of a new Obamacare repeal bill, and the President’s speech at the UN General Assembly.

The President has had a successful first visit to the U.N. where he has led the United States' delegation and encouraged world leaders to band together to face the many serious challenges facing the world.

Directing Federal Resources to Help Hurricane Victims The President is continuing to direct federal resources to those that are affected by Hurricane Maria and to support recovery and relief efforts in areas affected by Hurricanes Harvey and Irma. President Trump spoke with FEMA Director Brock Long yesterday and has approved disaster declarations for the U.S. Virgin Islands and Puerto Rico.
First Lady Melania Trump Hosts a Luncheon at the U.N.
Yesterday, First Lady Melania Trump spoke at a luncheon for spouses of world leaders, held at the U.S. Mission to the United Nations. Her remarks focused on the vulnerability of children, bullying, and social media. “The future of every nation rests with the promise of their young people,” she stated, urging those present to “ensure they are prepared to accept the torch of leadership for the world of tomorrow.”
Working Luncheon With African Leaders
President Trump met with African leaders at a working luncheon on United States-Africa relations. Presidents and officials of numerous African countries (Cote d’Ivoire, Ghana, Guinea, Namibia, Nigeria, Senegal, South Africa, and Uganda) attended the meeting. Secretary of State Rex Tillerson, Chief of Staff John Kelly, Ambassador Nikki Haley, and National Security Adviser H.R. McMaster were also present. The President commended Africa’s collective strides in business potential, healthcare (including the battles against HIV/AIDS and Ebola), and fast-growing economies saying, "Africa is a continent of tremendous, tremendous potential, the outlook is bright.”

Today, President Trump and Vice President Pence remain in New York for the fourth day of the 72nd Session of the United Nations General Assembly. President Trump and Vice President Pence will participate in three bilateral meetings with the President of Afghanistan, the President of Ukraine, and the President of the Republic of Korea. This afternoon, the President and Vice President will hold a trilateral meeting with the Republic of Korea and Japan, and will end the session with bilateral meetings with the Prime Minister of Japan and then the President of Turkey.
